File size vs dimensions
File size is how much storage the image occupies. Dimensions are the pixel width and height. A 4000×3000 photo can be 8MB or 300KB depending on how it was encoded — which is why compression alone is often enough.
Choosing a mode
Smart Compression is for 'just make it smaller'. Target File Size is for hard limits.
